This comes in response to growing concerns about Japan’s existing tax regulations for crypto traders. According to Iolite , Kato made the announcement during a plenary session of the House of Representatives on January 31, 2025. He explained that the Financial Services Agency (FSA) would lead the review, with proposals from the ruling Liberal Democratic Party (LDP) on potential changes to the tax system. The review is expected to include recommendations for necessary legislative amendments. “We are discussing the matter in line with the 2025 Tax Reform Outline, and are considering the necessary legal arrangements. The Financial Services Agency will verify the system regarding crypto assets by June of this year,” he said. Prime Minister Shigeru Ishiba, also weighed in on the matter, stressing the importance of the healthy development of Web 3.0 technologies, including cryptocurrencies. Ishiba said that crypto assets have the potential to address some of Japan’s social issues and improve productivity. He also opened up about the need for the government to ensure user protection and improve the environment for domestic crypto markets. Challenges with Japan’s Current Crypto Tax Laws Currently, Japan’s tax system requires crypto traders to report their trading profits as part of their annual income tax returns, leading to some high tax rates. Critics of the tax system argue that these high tax burdens have stifled the growth of the crypto sector in Japan. The Finance Ministry and FSA are also considering amending the Payment Services Act to include crypto as an asset class under the Financial Instruments and Exchange Act. This could mark a shift in how cryptocurrencies are regulated and taxed in Japan, aligning with international standards.
